The 17dB channel loss is tested under OIF-28G-VSR-style jitter stress and matching Tx Eq. The IN112525-LC has up to ~20 dB channel loss performance potential. It needs Tx + Rx Eq and controlled system jitter. The part supports the Ethernet data rates 100GBASE-LR4/ER4 25 Gbps operation as per P802.3ba (100 Gbps Ethernet striped across four physical lanes).
